A deck that focuses on maximizing its devotion to blue, such as a mono-blue control or combo deck, would benefit from using Thassa's Oracle as it can potentially win the game if your devotion is high enough. However, there are arguably better win conditions in competitive Magic: the Gathering formats, such as Jace, Wielder of Mysteries or Laboratory Maniac, which provide more consistent and reliable ways to win the game without relying on specific board states or conditions. If an activated ability or triggered ability has an effect that depends on your devotion to a color, you count the number of mana symbols of that color among the mana costs of permanents you control as the ability resolves. The permanent with that ability will be counted if it’s still on the battlefield at that time.
