This Rakdos Roustabout card would fit well in an aggressive red-black (Rakdos) deck that aims to apply pressure on the opponent early in the game. Its ability to deal damage even when blocked makes it a threat that opponents have to deal with quickly. However, for a more competitive deck, there are better options like Robber of the Rich or Dreadhorde Butcher that offer more value and impact on the board.
