Stymied Hopes, Instant, designed by Peter Mohrbacher first released in Sep, 2013 in the set Theros. It's currently being selled by the minimum price of 0.70.

Stymied Hopes would be a great addition to a control deck in Magic: the Gathering, as it provides both a way to counter spells and a way to filter through your deck with scrying. However, there are better options such as Mana Leak or Remand that offer more flexibility and value in most situations. While Stymied Hopes could see play in certain budget or specific theme decks, it may not be a top choice for competitive play due to its limitations compared to other counter spells.
