Death Pulse, Instant, designed by Tony Szczudlo first released in Oct, 2002 in the set Onslaught and was printed exactly in 2 different ways. It's currently being selled by the minimum price of € 0.30.
This card, Death Pulse, would be beneficial in a control deck that focuses on removing threats from the opponent's board. It can serve as both a removal spell for larger creatures and a way to cycle through your deck for more options. While Death Pulse is a solid card for its cost, there are potentially better options like Fatal Push or Murder that offer more versatile removal at the same mana cost. However, if your deck is looking for additional cycling options and incremental removal, Death Pulse could still see play in certain strategies.

Cycling is an activated ability. Effects that interact with activated abilities (such as Stifle or Rings of Brighthearth) will interact with cycling. Effects that interact with spells (such as Remove Soul or Faerie Tauntings) will not.

The cycling ability and the triggered ability are separate. If the triggered ability doesn’t resolve (due to being countered with Stifle, for example, or if all its targets have become illegal), the cycling ability will still resolve and you’ll draw a card.
