A deck that focuses on artifact removal and generating mana through Treasure tokens, such as a red-black control or midrange deck, would benefit from including Visions of Ruin. While there may be more efficient cards for artifact removal or mana generation, the flexibility of Visions of Ruin's Flashback ability, especially in a Commander format where the flashback cost can be reduced based on the mana value of your commander, makes it a viable option that could see play in the right deck.
