A deck that focuses on disrupting the opponent's hand and resources, such as a discard or control deck, would benefit from using Hymn to Tourach. While it is a powerful card for its cost, there are arguably better options available in the current Magic: The Gathering card pool, such as Thoughtseize or Inquisition of Kozilek, which offer more targeted discard options.
