Eerie Ultimatum would greatly benefit a graveyard recursion deck that focuses on maximizing the number of different named permanents in the yard, such as Golgari or Abzan strategies. While it is a powerful effect, the high mana cost may make it difficult to cast in a timely manner. Other cards like Living Death or Rise of the Dark Realms offer similar effects at lower costs, making them potentially more efficient choices in many situations, but Eerie Ultimatum could still see play in decks that can easily generate the necessary mana.
