This card, Oboro Envoy, would be beneficial in a control deck that focuses on hand size manipulation and tempo plays. It can be used to weaken opposing creatures while maintaining card advantage. However, there are better options available such as Snapcaster Mage or Vendilion Clique, which offer more versatile abilities and impact on the game. Oboro Envoy could see play in more casual or budget decks, but in competitive settings, it may struggle to compete with more powerful alternatives.
