This card could be beneficial in a mill deck strategy in Magic: the Gathering, where the goal is to force the opponent to draw cards from their library until they run out, losing the game. While Ambassador Laquatus can be a decent addition to such a deck, there are more efficient mill cards available like Mind Funeral or Archive Trap that can mill more cards at once or have additional benefits.
