While there may be better options for creature buffs in certain situations, Pendelhaven Elder's low cost and repeatable effect make it a solid choice for decks looking to go wide and overwhelm the opponent with a horde of small creatures. It should definitely see play in decks that can take advantage of its ability to pump up multiple creatures at once.
